Observations about scale

So, of the possible states of a system, out of all possible ways to rearrange the parts, a system will only ever be in a small number of those. I need to determine the extent to which that idea connects to the idea that a giraffe in a blender is no longer a giraffe, even though all the parts are the same. What makes a giraffe is the relationship between the parts, and the fact that the states of the parts predict each other means that all possible states won't be seen. This is all pretty well established.
The question I am struggling with. Does reduction in observed states always mean higher scale organization? The need for this questions mainly implies that I haven't defined my terms well enough for myself.
